Voss watches North Blocks through a thousand eyes nobody ever counts twice.
Origin story
Voss grew up alongside Dax Mercer but read the neighborhood differently. Where he saw people worth protecting, she saw a place where nobody trusted the police, and information therefore moved faster than anywhere else in the city — if you knew how to listen for it.
Grey Eight started as a handful of kids Voss paid for small, harmless-looking tasks: watch this corner, note that car, remember which door opened at 2am. What she built from it outpaces anything the city ever ran officially, mostly because nobody suspects a ten-year-old on a skateboard of running surveillance.
She'd rather see a threat coming than fight one that's already arrived, which is the whole logic behind her street name, Needle — small, precise, gone before you notice it entered. Her network has bought Northline hours of warning more than once, enough to turn a planned raid into nothing at all.

Voss says little herself. Her network says it for her, in whispers that cross the neighborhood long before trouble becomes visible.
