History
Nobody planned Old Quarter. That much is obvious the moment you try to drive through it — the streets still follow footpaths laid down centuries ago, and no two blocks share the same rhythm. Families have lived here for generations without trusting a stranger at the door, which turned out to be exactly the condition that made information the district's real export.
Everyone here knows everyone, and that single fact ended up worth more than any warehouse or club. The Ledger didn't set out to become the city's information broker. Noir Sorel's family ran a café for three generations — the kind of place regulars talked at more than to — and she learned early that things people say without meaning to are worth more than anything sold on purpose. Blank House grew from the opposite instinct: some people need somewhere their history doesn't follow them, and Elias Venn decided that clean slate was worth defending as fiercely as any territory.
The two crews don't fight the way Neon Mile's do. Sorel needs a city that keeps talking to her, which gives her every reason to keep the peace. Venn needs his protection to actually mean something, which means he can't let a threat through even once. From a distance, their rivalry looks almost like cooperation.
Come here chasing a quick score and you'll leave with nothing. Old Quarter rewards people willing to sit still, listen, and remember who owes whom. Everyone else just passes through.
